Ww osetup dll cannot be loaded

So I attempt to run CCleaner and I get the same message. I attempt to put in a Office install disk and I cannot even run the setup wizard because I get the same message.

The reason for me uninstalling Office is because word and share point suddenly stopped working. I do not know which tool I should use to uninstall or fix this issue. I plan on keeping office on this machine so if there is a fix for this issue that would be best, but I am willing to uninstall and reinstall.
